If I find out that I just had vaginal sex with a woman with HIV, it is useful for me to know that my chances of having contracted HIV are about 1 in 1000.

Moreover, it is much better for me to have this perception than the perception that my chances are (say) 1 in 5.

As for assessing the risk BEFOREHAND when planning my sexual activities, no, I should not behave any differently precautionwise whether it's 1 in 5 or 1 in 1000, because 1 in 1000 will happen enough times to make the precaution worthwhile.
