Unix timestamps should be irrelevant. It looks like SQL timestamps are generally to the 100 nanoseconds. So if that's really what's happening (a stupid thing to do because it's indeterminate, when instead it'd be better to order by the autoincrementing ID field), then both posts were made in the same 100 nanosecond interval.

It's probably happened before without anyone noticing.

I don't know enough about PHPBB to be sure that they don't just save the hour and minute as a string.

Which is the kind of thing one might do if sufficiently mutated by programming in PHP.
