Most people have no chance to understand how complex government and state institution budgets are. Let alone to know how to fix it. If it was a simple X versus a Y value, then there would be no room for interpretation. Enron's entire existence was based on this idea.

If the official story is good enough, then voters can even be tricked into slashing teacher's payrolls.

Let's look at it this way: if a voter had a card on his or her ballot that said

"REDUCE TEACHER SALARY 12% ?????

----YES------NO-------"

Of course people would say no.


Now why things become complicated and how counties get away with reducing payrolls, while getting guaranteed tax money from the state, is a manner to the discretion of more established, mind-minded adults.

Schools are notorious for unbalanced payrolls; usually teachers being on the bottom of the food chain. Have you seen the administrator's parking lots?

I think its time I tried out a new persona. Maybe a wacky, yet nondescript, ethnic stereotype (like Andy Kaufman's Latka in Taxi, or Fes in That 70's Show).
