I would just ban players who have a history of not participating instead of killing them for not participating mid-game, the latter is likely to hurt the townspeople a lot (even though it royally fucked the Mafia over last time.)

I've wanted to do a prequel for a very long time.

That's MAFIA IV.

This is no story, guaranteed. I'll be busy playing Gaiden and writing the missing chapters of III (for my own gratification if no one else's).

Well, I wanted to do it because it would move faster and probably emphasize strategy more, with no roles or arbitrary story segments to guide people.

We could just save Mafia Pure for when most people want to take a break and a few people want to do a smaller game. It could be the interim version.

If people don't want to take a break now, after all that in III, I doubt there will come a point where they do.

It could be useful if I get busy in school, but eh.
