Generally speaking, houses that are foreclosed on are in shitty condition. If you are lucky, it's mildly shitty condition and you need to put in new carpets or something. If you are unlucky, the previous asshole tenants ripped the plumbing out of the walls to sell the copper as scrap.

Obviously there's no real way to GAUGE this without looking at a particular house.

ALSO, when buying a foreclosed house you have to wait for the bank to accept or decline your offer, which often takes a month or two.

I put 5% down when I bought my house, but a) the economy had not completely exploded then and b) I am married whereas you presumably are not. So I would imagine you would need more than that. If you put less than 20% down you will have to pay mortgage insurance which will add something like $100 a month to your payment.
